Harrisburg not handling debt maturely, adviser says

Harrisburg is like a kid who bought a house, had his parents co-sign for the mortgage and then stopped making payments because it became inconvenient, said Jay Wenger, financial adviser to Dauphin County.

The city can lease or sell assets, such as its parking system, to pay down $288 million in debt the Harrisburg Authority took on because of a failed 2004 retrofit of its incinerator, Wenger said. But it is looking to its parents - in this case, Dauphin County - to feel more financial pain than it is willing to endure itself, he said.

The authority owns the incinerator. Harrisburg is the first guarantor of the debt. The county is the second guarantor …
